About CMOS‑SB
Understanding the mission, mandate, and structure of the Cognitive Mode Operating System Standards Board.
What Is CMOS‑SB
The Cognitive Mode Operating System Standards Board (CMOS‑SB) is an independent, public‑interest standards body responsible for establishing and maintaining global standards for emotional‑infrastructure safety. Our work ensures that systems interacting with human cognition and emotion operate in ways that strengthen wellbeing, protect human dignity, and support healthy population‑level dynamics.
CMOS‑SB provides the governance layer needed for organizations to adopt safe, transparent, and ethically grounded practices in an era shaped by intelligent systems.
Our Mission
CMOS‑SB exists to:
- Develop and publish standards that safeguard emotional and cognitive wellbeing
- Provide a scientific and ethical foundation for responsible system design
- Support organizations in adopting practices that reduce emotional‑risk transmission
- Strengthen collective resilience across communities and institutions
- Ensure that emotional‑infrastructure governance remains independent, transparent, and aligned with the public interest
Our mission is rooted in the belief that emotional safety is a foundational component of societal stability and human flourishing.
Our Mandate
CMOS‑SB is mandated to:
- Establish standards for emotional‑infrastructure safety
- Maintain a transparent, multi‑body governance structure
- Oversee the standards development and revision process
- Facilitate public comment and community review
- Publish versioned standards and change logs
- Provide guidance for certification and compliance
This mandate ensures that CMOS‑SB remains accountable, rigorous, and responsive to emerging scientific insights.
Scientific Foundations
CMOS‑SB standards are grounded in three core scientific frameworks:
- Emotional Epidemiology — The study of how emotional states propagate through populations, shaping collective behavior, wellbeing, and resilience.
- The S‑R‑C Model — A population‑level model describing Susceptibility, Transmission Rate, and Collective Resilience — the three variables that determine emotional‑risk dynamics.
- Cognitive Mode OS Theory — A systems‑level model describing how environments influence cognitive and emotional modes, and how those modes shape decision‑making, perception, and relational behavior.
These foundations ensure that CMOS‑SB standards are evidence‑based, measurable, and aligned with real‑world human dynamics. For full details, see the Scientific & Ethical Foundations page.
Governance Structure
CMOS‑SB operates through a transparent, multi‑body governance model that includes:
- Board of Directors — Supreme governance body holding final ratification authority over standards, policies, and governance amendments.
- Standards Committee — Technical and scientific body responsible for standards development, maintenance, and the Standards Development Process.
- Audit and Compliance Committee — Oversees certification integrity, auditor qualification, and compliance monitoring.
- Founding Council — Transitional body convened July 23, 2026 to ratify the Founding Document and seat the standing governance bodies; dissolves upon completion of board seating.
All governing documents — including the Charter, Constitution, and Standards Development Process — are publicly available in the Governance Suite.
Legal Affiliation
CMOS‑SB is hosted by Sugar Sands Publishing, LLC, which provides administrative and legal infrastructure. Sugar Sands Publishing does not influence standards development, governance decisions, or compliance determinations.
This structure ensures independence, transparency, and public‑interest stewardship.
Why CMOS‑SB Matters
As intelligent systems increasingly shape human cognition, emotion, and social dynamics, emotional‑infrastructure safety has become a critical public‑interest priority. CMOS‑SB provides the standards, governance, and scientific grounding needed to ensure that organizations adopt practices that protect individuals, communities, and institutions.
Our work supports a future where technology strengthens — rather than destabilizes — the emotional fabric of society.
