This library serves as the official download center for all CMOS‑SB publications. Documents marked Active reflect the current approved version. All publications are freely available to the public in support of CMOS‑SB's transparency and open‑access commitments.
Governance Spine Standards
Emotional Infrastructure Safety Standard. Pillar 1 of 5 — Foundational Safety Floor. Establishes the baseline safety requirements for any system interacting with, influencing, or responding to human emotional states. The foundational prerequisite for all other Governance Spine standards.
Cognitive Mode Stability Standard. Pillar 2 of 5 — Cognitive Protection. Governs system behavior with respect to the identification, monitoring, protection, and stabilization of human cognitive modes across four states: Open, Neutral, Contracted, and Overclocked.
Emotional Transparency & Disclosure Standard. Pillar 3 of 5 — Transparency & Disclosure. Establishes binding requirements for how systems must disclose their emotional inference capabilities across three tiers: system-level, interaction-level, and data-level disclosure. Prohibits opaque emotional influence in all forms.
Emotional Data Consent & Privacy Standard. Pillar 4 of 5 — Consent & Privacy. Establishes a consent-first architecture governing how systems collect, process, store, use, and share emotional data, with a three-tier classification framework and enforceable user rights.
Population-Level Emotional Risk Monitoring Standard. Pillar 5 of 5 — Population-Level Risk. The fifth and final Governance Spine pillar. Operationalizes Emotional Epidemiology at the governance layer, extending individual-level protections to the population level with binding monitoring, detection, reporting, and remediation requirements.
