Executive Summary
The CMOS-SB Standards Roadmap defines the three-year trajectory for the growth, maturation, and global adoption of the CMOS-SB governance framework. Ratified July 26, 2026, the roadmap moves from Foundation & Adoption (Year 1) through Growth & Certification (Year 2) and culminates in Maturation & Expansion (Year 3) — at which point CMOS-SB aims to be the definitive global standard for Human-Machine Layer governance.
CMOS-SB enters Year 1 with a fully specified Governance Spine, a complete operational doctrine (CMP-HC), a real-world reference implementation (Joy Tracker), and publicly available compliance infrastructure. Year 1 builds awareness, initial adoption, and the foundation for certification.
Milestones
- Publish complete CMOS-SB Publication Set (20 items, v1.0)
- Launch cmos-sb.org with full public documentation
- Distribute Press Kit and One-Pager to press, policy, and enterprise contacts
- Initiate outreach to AI governance, enterprise risk, and regulatory communities
- Open Public Comment Portal for all five Governance Spine Standards
- Register all standards with DOI and version control
- Announce Joy Tracker as CMOS-SB reference implementation
- Develop Scientific Advisory engagement framework
- Begin enterprise pilot program outreach
- Launch Standards Registry with full version history and change log
- Publish first Public Comment Summary Report
- Initiate regulatory engagement with relevant policy bodies
- Build Standards Development Process (SDP) infrastructure for v1.1 cycle
Year 1 Success Criteria
- Complete Publication Set publicly available at cmos-sb.org
- Minimum 50 public comments received across standards
- Minimum 5 organizations enrolled in certification pilot program
- Emotional Epidemiology preprint submitted for peer review
- First Public Comment Summary Report published
- Regulatory engagement initiated in at least one jurisdiction
Certification Program
The CMOS-SB Certification Program is introduced in three structured phases aligned to the three-year roadmap. Each phase builds upon audit learnings, auditor capacity, and organizational readiness from the prior phase.
Organization meets minimum compliance thresholds across all applicable Governance Spine Standards. Based on self-assessment with evidence documentation.
Organization demonstrates full documented compliance, undergoes independent third-party audit, and achieves certification scoring benchmarks.
Organization demonstrates exemplary implementation, contributes empirical data to the CMOS-SB ecosystem, and meets advanced criteria for sustained performance.
